City of Escalon -2- 30 April 1985 <br /> Water samples were taken from the storm drain outfall which was <br /> identified as the source of contamination . The discharge was <br /> clear and contained unidentified partially decayed matter . <br /> Samples delivered to Radian and Anlab were analyzed for the <br /> following: EPA Method 624 scan, BOD, SS , TKN, NO3-N. Results are <br /> pending at this time . <br /> Following our inspection Mr . Braddock , Escalon ' s Public Works <br /> Director arrived on-site . Upon request , Mr . Braddock diverted <br /> the discharge into the City ' s treatment ponds . Mr. Braddock' s <br /> comments on the situation are summarized below. <br /> 1 . Mr . Braddock identified Pic 'd-Rite Inc. a local processor , <br /> as the source of the discharge . <br /> 2 . The City of Escalon has contracted with Pic 'd-Rite to accept <br /> their industrial waste. <br /> 3 . The current situation stems from conflicts in operational <br /> scheduling between the City and the industrial dischargers . <br /> During the rainy portion of the year the storm drain system <br /> must remain open to the river because the city has insuffi- <br /> cient capacity to treat stormwater runoff in their ponds. <br /> If local processing begins during this period industrial <br /> waste is discharged directly to the river. <br /> 4 . The city has no means of physically controlling industrial <br /> discharge to their storm drain. <br /> 5 . Currently the discharger notifies the 'City when they begin <br /> processing , allowing the City to divert flow into their <br /> ponds . <br /> VIOLATIONS <br /> The City of Escalon is in violation of the following sections of <br /> their Waste Discharge Requirements , Order No. 78-181 . <br /> " A. Discharge Prohibitions <br /> 1 . The direct discharge of wastes to surface waters <br /> or surface water drainage is prohibited. <br /> 2 . Bypass or overflow of untreated or partially <br /> treated waste is prohibited. <br />
