Box 248 <br /> Escalon, CA 95320-0248 <br /> NOTICE OF VIOLATION, CITY OF ESCALON WASTEWATER TREATMENT PLANT, <br /> ESCAL ON, SAN JOA QUIN COUNTY <br /> On 7 October 2004, Regional Board staff inspected the City of Escalon's wastewater treatment facility. <br /> Violations of the Waste Discharge Requirements (WDRs) Order No. 5-00-142 were observed during the <br /> inspection. The violations are described below; a photograph log and inspection report is attached. <br /> Inadequate freeboard was observed in Pond No. 21, which contains treated domestic wastewater. <br /> Approximately one foot of freeboard was observed. Discharge Specification B.11 requires: <br /> Pond freeboard shall never be less than two feet in all ponds as measured vertically from the <br /> water surface to the upper surface of the lowest adjacent dike or levee. <br /> Excessive weed growth was observed in several ponds. The weed growth consisted of duckweed, algae, <br /> and other unidentified weeds. Discharge Specification B.8 requires: <br /> The discharge to conveyance systems, settling basins,ponds, or land disposal areas not <br /> adequately maintained to prevent off-site odor nuisance,fly breeding, or mosquito breeding <br /> is prohibited. <br /> By 15 November 2004, the City shall submit a report describing how compliance with the specifications <br /> was achieved.
