CENTRAL VARY REGIONAL WATER QUALIP CONTROL BOAR <br /> INSPECTION=REPORT <br /> DISCHARGER: City of Escalon <br /> LOCATION & COUNTY: Escalon, San Joaquin County <br /> CONTACT(S): John Welch, WWTP Operator <br /> INSPECTION DATE: 7 October 2004 <br /> INSPECTED BY: Tim O'Brien/CVRWQCB <br /> ACCOMPANIED BY: <br /> OBSERVATIONS AND COMMENTS: <br /> The wastewater treatment system appeared to be generally well operated, although violations of the <br /> WDRs were noted. The industrial wastewater ponds did not possess an offensive odor but a fresh green <br /> pepper odor was noted. Most of the aerators were in operation but a few were turned off. Mr. Welch <br /> explained the dissolved oxygen concentrations were all well above 1.0 mg/L. Notable at the industrial <br /> ponds was the absence of tomato skins that have been evident in the past. The operation of the dissolved <br /> air floation unit at Escalon Packers appears to have removed most of the skins. <br /> A number of the wastewater ponds had excessive growth of duckweed, algae, or other plants, a violation <br /> of the WDRs. The City has contracted with a goat owner to have goats eat the weeds at the plant. This <br /> appears to have worked well for weeds located on land, but has not controlled the duckweed and algal <br /> mats in the ponds. <br /> Inadequate freeboard was noted at Pond No. 21 (domestic wastewater). Approximately one foot of <br /> freeboard was measured. Mr. Welch said wastewater would immediately be switch to Pond No. 24 which <br /> had adequate freeboard. Several of the industrial evaporation/percolation ponds were dry. <br /> SUMMARY: <br /> In general the facility appeared to be in good condition but excessive weed growth in several ponds needs <br /> to be corrected and inadequate freeboard in Pond No. 21 requires immediate correction. <br /> Timothy R.
