STAFF REPORT • • <br /> 3 <br /> CITY OF ESCALON,ESCALON WASTEWATER TREATMENT PLANT <br /> CONSIDERATION OF A CEASE AND DESIST ORDER <br /> City system. The industrial dischargers can implement pretreatment controls for higher processing <br /> rates but must limit what is discharged to the City system. <br /> The City is required to submit a technical report that recommends processing season startup procedures <br /> to limit the potential for odor generation. Because the report is due by 15 March 2004, the City, <br /> working with the industrial dischargers, will have adequate time to design and implement whatever <br /> procedures are necessary to prevent the odors. The City is also required to submit a report, describing <br /> in detail the physical and management changes that were made at Escalon Premier Brand and Eckert <br /> Cold Storage to meet the loading limitations at the wastewater treatment plant. The proposed order <br /> allows the City of Escalon time to evaluate and implement improvements to the wastewater treatment <br /> system. <br /> Recommendation <br /> Staff recommends that the Board adopt the proposed Cease and Desist Order. <br /> TRO: 8/8/03 <br /> 4/5 September 2003 Regional Board Agenda <br />
