CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A,Sacramento,California 95827 <br /> PUBLIC HEARING <br /> concerning <br /> CONSIDERATION OF A CEASE AND DESIST ORDER <br /> for <br /> THE CITY OF ESCALON, ESCALON WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> The City of Escalon operates a wastewater treatment facility that separately treats domestic and <br /> industrial wastewater. Industrial wastewater is generated at two vegetable processing facilities <br /> that operate seasonally, generally from late June to November. Approximately two million <br /> gallons of industrial wastewater, characterized by high concentrations of biochemical oxygen <br /> demand, are generated on a monthly basis during the processing season. During the processing <br /> season, the Regional Board has received nuisance odor complaints in 1996, 1997, 1999, 2000, <br /> 2001, 2002, and 2003. The proposed order requires the City to evaluate allowable loading rates <br /> and to make physical and operational improvements to prevent future odors. <br /> A formal public hearing concerning this matter will be held during the Regional Board meeting <br /> that is scheduled for: <br /> DATE: 4/5 September 2003 <br /> TIME: 8:30 a.m. <br /> PLACE: Central Valley Regional Water Board <br /> 3443 Routier Road, Suite A <br /> Sacramento, CA 95827 <br /> The designated parties for this hearing are as follows: <br /> o <br /> • Staff of Central Valley Regional Board <br /> • City of Escalon <br /> Only designated parties will have these rights: to call and examine witnesses; to introduce <br /> exhibits; to cross-examine opposing witnesses; to impeach any witness; and to rebut the evidence <br /> against hien or her. All other persons wishing to testify or provide comments are interested <br /> persons and not designated parties. Such interested persons may request status as a designated <br /> party for purposes of this hearing by submitting such request in writing to the Board no later than <br /> 28 August 2003. The request must explain the basis for status as a designated party and in <br /> particular how the person is directly affected by the discharge. <br /> Persons wishing to comment on this noticed hearing item must submit testimony, evidence, <br /> and/or comments in writing to the Regional Board no later than 28 August 2003.
