This site had a former 30,000 gallon concrete UST that was removed as a
portion of a site characterization investigation at the site for petroleum hydrocarbon
contaminated soil during 1993 under a workplan prepared by WZI Inc. (WZI) and submitted to
and approved by San Joaquin County Public Health System Environmental Health Division
(PHSEHD) (WZI, 1993a). The approved scope of work outlined in the approved workplan was
executed during 1995 and included the abandonment of the concrete UST and excavation of
petroleum hydrocarbon impacted soil immediately adjacent to the former UST.
Approximately 460 cubic yards of petroleum hydrocarbon impacted soil was excavated and
placed on visqueen at a remediation stockpile on the site and covered to prevent unauthorized
aeration in accordance with San Joaquin Unified Air Pollution Control District (APCD). The
soil was sampled and found to contain no volatile organic compounds(VOC's) (WZI, 1993)but
did contain Total Petroleum Hydrocarbon compounds as motor oil and diesel fuel that ranged
from 1000 to 10,000 mg/kg (WZI, 1995). This heavy fraction petroleum hydrocarbon
compounds were landfarmed by LNC personnel in accordance with the approved workplan but
have not been sampled to determine current status.
After the WZI scope of work was completed in 1993 the California Environmental Protection
Agency,Department of Toxic Substances Control (DTSC) and the City of Lodi initiated work
and enforcement action for volatile organic compounds such as PCE and TCE within the city of
Lodi, The LNC facility was involved with the TCE related aspects of this effort and all work
ceased on the petroleum hydrocarbon aspect of the former concrete tank.
