1.0 INTRODUCTION <br /> Stephen G. Muir Consulting Geologist and Geophysicist (Consultant) has prepared this Quality <br /> Assurance Project Plan (QAPP) on behalf of Lustre-Cal Nameplate Corp. (LNC) of Lodi, <br /> California. The LNC project is under the oversight of the California Regional Water Quality Control <br /> Board- Central Valley Region (RWQCB). <br /> The QAPP has been prepared to address quality assurance (QA) and quality control (QC)policies <br /> associated with the LNC area of investigation. The QAPP combined with the Field Sampling Plan <br /> (FSP) comprise the Sampling Analysis Plan(SAP) for the project. The FSP and QAPP present the <br /> sampling and analysis protocols for the environmental assessment. The purpose of the QAPP is to <br /> identify the procedures and criteria to establish technical accuracy,precision,and validity of data that <br /> are generated during investigation of the LNC area. <br /> The overall sampling program is described in the Workplan. This QAPP contains generic and <br /> specific details regarding field sampling,laboratory,and analytical procedures that apply to activities <br /> described in the FSP.The QAPP provides field and laboratory personnel with instructions regarding <br /> activities to be performed at all stages of the field investigations. These protocols will ensure that <br /> data collected for use in project decisions will meet the data quality objectives (DOGs). <br /> Guidelines generally followed in preparation of the QAPP are described in Requirements for <br /> Quality Assurance Plans for Environmental Data Operations, External Review Draft Final, EPA <br /> QA/R-5 (U.S. Environmental Protection Agency (USEPA), 1998a) and Guidance for Quality <br /> Assurance Project Plans, USEPA QA/G-5 (USEPA, 1998b). Other references cited in the QAPP <br /> include Guidance for the Data Quality Objectives Process, USEPA QA/G-4 (USEPA, 2000) and <br /> Test Methods for Evaluating Solid Waste, Physical/Chemical Methods, SW-846(USEPA, 1996). <br /> The field sampling program has been designed to obtain sufficient data by collecting an adequate <br /> number of samples, meeting project DQOs, and verifying proper QC procedures.
