The detailed analysis of alternatives will be based on the seven primary Comprehensive <br /> Environmental Response, Compensation, and Liability Act(CERCLA) evaluation criteria for <br /> sites: <br /> • Protection of human health and the environment; <br /> • Compliance with local, state, and federal regulations; <br /> • Long-term effectiveness and permanence; <br /> • Reduction of toxicity, mobility, or volume; <br /> • Short-term effectiveness; <br /> • Implementability; <br /> • Cost <br /> The criteria of agency and community acceptance typically are evaluated following receipt of <br /> comments from RWQCB and any other involved agencies, which are typically received after the <br /> draft feasibility study has been prepared. Alternatives will be summarized in tables with respect <br /> to the evaluation criteria for ease of comparison. <br /> Cost estimates will be order-of-magnitude (plus 50 percent, minus 30 percent) and will include <br /> construction, operation and maintenance, and present-worth costs. Cost estimates will also <br /> consider the need for treatability testing; costs associated with worker health and safety during <br /> construction; property preparation such as building demolition, staging of materials, mobilization <br /> and startup, and handling of residuals; and property restoration such as regrading. <br /> M ain\D:AEnvironmentaI\LN CV\10152007.wpd 46 <br />
