concentrations, and no technology exists that can practically remove or treat the contaminants in <br /> situ. <br /> Preliminary alternatives will be developed and evaluated for effectiveness, implementability, <br /> and cost. Effectiveness will be evaluated based on the expected performance of each alternative <br /> in controlling potential environmental impacts. Implementability will be evaluated based on the <br /> availability of resources to implement the technology and the requirements for permits or <br /> regulatory agency coordination. Preliminary estimates of construction and first year operation <br /> and maintenance costs will be generated using the U.S. Environmental Protection Agency Cost <br /> of Remedial Actions (CORA)model. The CORA model permits preliminary cost estimates to be <br /> generated in a short period of time for use in comparing relative costs of alternatives. <br /> The evaluation of preliminary alternatives will provide information for refining, modifying, or <br /> screening out alternatives before the detailed evaluation of remedial action alternatives. <br /> Evaluate Remedial Action Alternatives and Select Preferred Alternative <br /> The results of the previous tasks and related investigations will contribute to developing remedial <br /> action objectives. These objectives will be used to develop the some or all of the alternatives that <br /> were identified previously. The most cost-effective alternative(s) developed will be analyzed in <br /> greater detail to provide a basis for selecting a preferred remedial action. Each alternative will be <br /> described with respect to the areas and volumes of soil requiring remediation, the potential need <br /> for treatability testing, site preparation requirements, staging of materials, and restoration of <br /> property. <br /> Each of the final alternatives will be described in sufficient detail for order-of-magnitude cost <br /> estimates to be developed.
