INTRODUCTION <br /> Shallow hydrocarbon and chlorinated hydrocarbon impacted soil was discovered during <br /> a preliminary site characterization investigation (The Mark Group (TMG), 1992) at the <br /> i <br /> Lustre-Cal Nameplate Corporation (LCN) Lodi Facility (Exhibits 1 and 2) Under the <br /> direction of the California Department of Health Services, Department of Toxic Substance <br /> Control (DTSC), four areas on the site (A, B, C, and D) and the concrete tank area <br /> (Exhibit 2) were investigated <br /> The only areas with any identified hydrocarbon and chlorinated hydrocarbon impacted <br /> sod were site A, D and the concrete tank area Low to moderate concentrations of Total <br /> Petroleum Hydrocarbons as diesel (TPH-D), gasoline (TPH-G), and oil and grease (O&G) <br /> (analytical results included in Appendix 1) related to an uncontrolled hydrocarbon <br /> compound release from a concrete underground storage tank were determined to be <br /> present in the subsurface (TMG, 1992) to a maximum depth of 30 feet Almost all of the <br /> hydrocarbon compound impacted sod was found immediately adjacent to the concrete <br /> tank and no deeper than 15 to 20 feet In addition, trace amounts of chlorinated <br /> hydrocarbon compounds such as 1,1,1 trichloroethane and trichloroethene were present <br /> (TMG, 1992, WZI, 1993) <br /> Subsequent to the 1992 investigation, regulatory oversight for the Lustre-Cal site was <br /> transferred to San Joaquin County for completion of sod site assessment related to <br /> hydrocarbon compound impact from the concrete tank and closure of the tank The <br /> results of the TMG (1992) investigation indicated that additional site characterization of <br /> hydrocarbon contamination impact at sites A, D, and the concrete underground storage <br /> tank were necessary Additional subsurface geologic and analytical data (Appendix II) <br /> were acquired by WZI during July and August 1993 (Exhibits 3 and 4) and a report was <br /> submitted to San Joaquin County Local Health District (SJCLHD) during September, 1993 <br /> (1NZl, 1993) <br /> Page 1 <br />
