i r J
y
INITIAL SUBSURFACE INVESTIGATION FOR
PETROLEUM HYDROCARBONS
. SITE NO. 5 (SITE CODE 1237)
PORT OF STOCKTON
Near Port Roads 21 and M
Stockton, San Joaquin County, California
. 1.0 INTRODUCTION
This report has been prepared by Boyajian & Ross, Inc. (B&R) at the request of Mr. Jay
Jahangiri, Director of Environmental and Regulatory Affairs of the Port of Stockton (Port).
The report presents activities and findings of soil and groundwater sampling near former
. underground storage tanks (USTs) and an associated dispenser area located near Port Roads
21 and M (Figure 1). The sampling was conducted in general accordance with the "Work Plan
for Initial Subsurface Investigation of Petroleum Hydrocarbons," dated June 30, 1998, and a
Work Plan Addendum dated July 15, 1998 (hereafter collectively referred to as.the "Work
Plan"). The Work Plan was approved by San Joaquin County Public Health Service,
L. Environmental Health Division (PHS/EHD) on July 15, 1998. A boring permit was approved
by PHS/EHD on July 28, 1998.
i`. The Port removed four USTs from this site on May 11, 1989. Analyses of soil samples
collected from beneath these tanks, along associated product pipelines, and from beneath the
former dispenser area indicated detectable levels of petroleum hydrocarbon compounds(PHCs).
`' Based on these findings, a "Notice of Responsibility" was issued to the Port by PHS/EHD on
January 15, 1998. The letter accompanying the Notice requested a work plan for investigation
of the lateral and vertical extent of contamination at the site. The purpose of this report is to
present the results of the investigation and to comply with the requirements of the "Notice of
Responsibility." The report reviews the background and project history at the site, summarizes
- the activities and findings of the soil and groundwater sampling, and provides recommendations
on whether further site investigation or remedial action is needed at the site.
V
l 481171WVRPf WUST1KV.RPT
it
BOYAJIAN & ROSS, INC.
IB;tEnvirunmenial Scientists & Engineers
1.r
