2.1 Zoning <br /> The San Joaquin County Community Development Department web site states <br /> that the Site is zoned AG-40 and Ag-80, General Agriculture with a minimum <br /> parcel size of 40 or 80 acres. This zoning designation "is established to preserve <br /> agricultural lands for the continuation of commercial agriculture enterprises." <br /> 2.2__ Proposed Development <br /> A minor subdivision is proposed to divide the Site into a two-acre homesite parcel <br /> and a designated remainder (Plate 4). Mrs. Galli indicated that she is splitting <br /> the land so that she can sell the designated remainder and divide the income as <br /> inheritance for her children. Her neighbor, Mike Silva, who is currently farming <br /> the land, will purchase the property. She plans to keep the homesite parcel <br /> (personal communication, March 6, 2020). <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as flat <br /> land located at approximately five feet above mean sea level. The levees <br /> surrounding the Site along the northern and western property lines are elevated. <br /> This map is included as Plate 5. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1940, 1952, 1963, and 1975. Additional photographs dated 1993, <br /> 2002, 2008, 2011, and 2018 were obtained from Google Earth. <br /> In the 1940 photo, the Site appears to be agricultural land with five or more <br /> structures located at its southeast corner. The surrounding properties appear to <br /> be agricultural land as well, and a small building cluster can be seen to the south <br /> of the Site. <br /> In the 1952 photo, no significant changes are apparent. <br /> In the 1963 photo, one of the structures on the Site can no longer be seen. No <br /> other significant changes are apparent. <br /> The scale of the 1975 photo is such that identifying site-specific details is difficult. <br /> Some of the buildings may have been removed from the Site.
