ARCADIS Mr. Eric Rapport
April 21, 2011
Changes to slope monitoring and management methods were recommended in the
Second Quarter 2010 Status Report prepared by ARCADIS and dated July 14, 2010.
The upslope cracks would be raked to a loose level surface. The surface should not
be compacted as that could result in additional desiccation cracks. If cracks reappear
in subsequent visits, the cracks would be noted, photos would be taken, and the
cracks would be an indication of slope movement. In addition, discontinuing slope
stake monitoring was recommended.
In a letter dated July 22, 2010, the RWQCB approved boulder management activities,
discontinuing slope stake monitoring, and the slope monitoring methods described
above. Historical slope stake monitoring measurements and slope monitoring
observations are presented in Tables 11 and 12.
Recommendations were also made in the Second Quarter 2010 Status Report to
remove dangerous rocks from the slope to eliminate danger that could pose a threat
to people or property at the toe of slope. Approximately 380 rocks were removed from
the slope during December 13 through December 17, 2010. A Boulder Management
Summary Report was submitted to the RWQCB on January 11, 2011.
To enhance surficial slope stability and combat the loss of root system slope support
in the vicinity of the June 2007 derailment and spill, UPRR prepared and submitted a
Re-vegetation Plan dated August 30, 2010 to the RWQCB and the Storrie Resort
property owners. In a letter dated October 19, 2010 the RWQCB concurred with the
activities proposed in the Revegetation Plan. Native plants will be planted along the
affected slope, irrigated, and monitored. Unsuccessful plants will be replaced as
appropriate. The work is scheduled to begin during the Spring of 2011.
References
CH2M Hill 2008a.
