File No. 20-3978-02.E01 In KLEINFELDER <br /> October 30, 1996 <br /> REVISED PROPOSAL <br /> POND CLOSURE AND RELATED GROUNDWATER SERVICES <br /> FORMER SPRECKELS SUGAR PLANT <br /> 18800 SOUTH SPRECKELS ROAD <br /> MANTECA, CALIFORNIA <br /> (APN 243-210-34) <br /> INTRODUCTION <br /> This revised proposal was developed after discussion with Mr. Jerry Tucker of Spreckels <br /> Development Company (SDC) and Mr. Steve Rosenbaum of the State of California, Regional <br /> Water Quality Control Board, and is a preliminary understanding of Spreckels Development <br /> Company's desires. Kleinfelder is committed to providing quality service to its clients, <br /> commensurate with their wants, needs and desired level of risk. If any portion of this revised <br /> proposal does not meet the needs of Spreckels Development Company, or if those needs have <br /> changed, Kleinfelder will consider appropriate modifications, subject to the standards of care to <br /> which we adhere as professionals. Modifications such as changes in scope, methodology, <br /> scheduling, and contract terms may result in changes to the risks assumed by Spreckels <br /> Development Company as well as adjustments to our fees. We look forward to the opportunity <br /> to serve you. <br /> BACKGROUND <br /> This site was originally developed by Spreckels Sugar Company as a sugar beet processing plant <br /> in approximately 1917. The site is located in Sections 3 and 4 of Township 2 South, Range 7 <br /> East of the Mount Diablo Baseline & Meridian. Evaporation/Percolation ponds on site were <br /> permitted under 1961 Waste Discharge requirements. <br /> In 1977, the Waste Discharge Requirements (WDRs) were revised for the existing ponds <br /> (RWQCB Order No. 77-247). The waste discharge requirements outlined specific monitoring of <br /> the Ponds, Influent, Effluent, and Groundwater. Monitoring was primarily for dissolved oxygen, <br /> temperature, pH, total dissolved solids, biological oxygen demand (BOD), chemical oxygen <br /> demand (COD), specific conductivity (EC), and flow. <br /> On February 27, 1996, John M. Minney of Madera Ranchos, California composed a closure plan <br /> for the lime ponds on site. The closure of the remaining ponds on site were not addressed.
