• <br /> File No. 20-3978-02.E01 kl KLEIN FELDER <br /> October 30, 1996 <br /> On August 19, 1996, the RWQCB responded to the April 24, 1996 closure plans by John <br /> Minney. In the review letter, the RWQCB stated that the closure plan by Mr. Minney was <br /> incomplete, and requested a detailed Report of Waste Discharge and a detailed Closure Plan for <br /> their review. <br /> The intent of this revised proposal is to discuss Kleinfelder's project approach, scope of work, <br /> costs and time schedule for acquiring the additional data need& and composing a revised closure <br /> plan. <br /> PROPOSED SITE USE <br /> Overall, the former Spreckels site will be redeveloped for residential, commercial and industrial <br /> use. The area in which the mud ponds, lime ponds and wastewater ponds currently exist will be <br /> redeveloped as industrial land. The residential property will be limited to the area in the <br /> northwest corner of the site. That area is currently an almond orchard. For additional <br /> information, please refer to the attached reduction of the tentative map for the Spreckels <br /> Subdivision. <br /> SCOPE OF WORK <br /> Task 1.1 Pond Closure Evaluation Workplan <br /> Kleinfelder would prepare a workplan for submittal to the State of California Regional Water <br /> Quality Control Board (RWQCB) for the evaluation required prior to pond closure. These <br /> requirements are stated in Subchapter 15 of Title 23 of the California Code of Regulations. <br /> Currently, we would propose the following scope of work in a detailed workplan which would be <br /> submitted to the RWQCB. The proposed evaluation of the ponds would include: <br /> 1. Advancing a boring within each of the four existing lime ponds to a depth of 40 feet below <br /> existing grade. Lime samples from the upper 20 feet and soil samples from the lower 20 feet <br /> would be obtained at five foot intervals for logging purposes and potential chemical analysis. <br /> The samples obtained from the surface, and depths of 10 and 20 feet below ground surface in <br /> each boring would be composited into a single sample for chemical analysis. The single <br /> sample from each boring would be analyzed for the presence and concentration of pH, total <br /> chloride, total barium, total arsenic, total sulfate, soluble chloride (DI water extraction), <br /> soluble barium (DI water extraction), soluble arsenic (DI water extraction) and soluble sulfate <br /> (DI water extraction). Additionally, the soil samples obtained from beneath the pond at <br /> boring depths of 30 and 40 feet would each be analyzed separately. The soil samples from <br /> beneath the ponds would be analyzed for pH, total chloride, bicarbonate, total arsenic, total <br /> 20-3978-02.E01/MR960129 Page 2 of ©1996, Kleinfelder, Inc. <br />
