AMSTAR CORPORATION, SPRECKELS SUGAR DIVISION <br /> MANTECA FACTORY, SAN JOAQUIN COUNTY <br /> The Spreckels Manteca Sugar Plant is just south of Manteca and west of Highway 99. <br /> When existing requirements were adopted, the factory discharged condenser water <br /> and occasional spills or intermittent process wastes to drainage canals. In <br /> 1963 the factory installed cooling towers which eliminated the condenser water <br /> discharge and enabled Spreckels to dispose of all wastes on land. Wastewaters <br /> are now discharged to a series of stabilization ponds and pond effluent is used <br /> for irrigation of factory property. Irrigation return flow is collected and <br /> returned to the pond system. <br /> Portions of the pond and irrigation system are currently being modified and re- <br /> located in conjunction with the construction of a freeway interchange for the <br /> Highway 120 Bypass which will traverse factory property. <br /> The areal geology is described as Recent to Late Pleistocene alluvial fan de- <br /> posits consisting of moderately to highly permeable, heterogeneous, discon- <br /> tinuous gravels, sands, and clays. Information from local water well logs <br /> indicate 15 to 20 feet of sand in the top 25 feet of soil. One well control <br /> point in the immediate vicinity of the ponds, however, indicates no sand in <br /> the top 25 feet of soil. Depth to local groundwater is 10-15 feet. <br /> This is an ongoing project as defined in Title 14, California Administrative Code, <br /> Section 15070 and is therefore exempt from the provisions of the California Environ- <br /> mental Quality Act (Public Resources Code Section 2,1000 et. seq. ). <br /> Staff has determined that the project will have no significant adverse environ- <br /> mental impacts and intends to file a "Notice of Exemption" with the Resources <br /> Agency after the Board adopts waste discharge requirements. <br /> 8/10/77 LFN/ap <br />
