The brief summary and diagram of work completed to
date was very helpful .
The proposal for construction of monitoring wells through the concrete slab has
been modified sufficiently to address the Regional Board' s concerns, with one
exception. A seal of adequate quality will be required between the 16" steel
casing and the concrete slab to assure water quality is not affected below-slab
due to leakage from above-slab waters.
If this adjustment is agreed upon we will allow construction of the monitoring
wells based on the information and construction methods given in the subject
Work Plan Addendum. Any other changes in construction techniques must be
cleared with this office.
The preceding approval of this work plan does not negate the Regional Board's
contention that penetration of the concrete slab may allow further/new con-
tamination to occur. The approval is based solely on Chevron' s (ands Dames &
Moore' s ) opinion that these wells are essential to a detailed site assessment.
Any contamination that may occur from installation of these wells must be
cleaned up.
Please respond to this approval at your earliest convenience and give us about
48 hours advance notice before beginning construction.
If you have any questions regarding this matter, please call me at (916)
361-5667.
DAVID L.
