.TATE OF CALIFORNIA . GEORGE DEUKMEJIAN,Governor
ALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— ,
f ENTRAL VALLEY REGION
3 ROUTIER ROAD
OCRAMENTO.CA 95827-3098
3L5 7
1
20 March 1987
' Mr. Steve Woodruff
Chevron Pipe Line Company
555 Market Street
' San Francisco, CA 94120
ALDEN -PARK, SAN JOAQUIN COUNTY
' I have reviewed the "Field Investigation for Phase II Site Assessment" work plan
for the subject site. Since the objective of the work plan is to locate the
' suspected subsurface, concrete, slab beneath Alden Park and evaluate
contamination of local soils and ground water resulting from the slab's history,
we, for the most part, agree with the proposals presented in the work plan.
' There are some changes that must be made before our full approval of the plan
can be given. We do not foresee these changes holding up initial progress of
the work plan. If appropriate changes are agreed upon, the entire work plan may
' proceed close to the time table you have indicated.
As was agreed upon at our 20 January 1987 meeting, the residential soil sampling
' described in the work plan was to begin prior to submittal of the subject work
plan. I understand as of 9 March 1987 this task was nearing completion.
So that work may continue uninterrupted, we will allow the probing for the
' concrete slab to begin, if, as agreed during our phone conversation of 16 March
1987, the slabs elevation and slope relative to the ground elevations are
surveyed and documented while probing.
' Verification of the Polynuclear Aromatics (PNAs) and volatile organics detected
In earlier soil samples (see Kennedy/Jenks/Chitton October 1986 report) has not
been addressed in the subject work plan. As we discussed at our 20 January 1987
' meeting, additional soil samples should be collected from Alden Park to
determine if the presence of PNAs detected at boring B-11H is confined to the
sampled area, or is more extensive. Samples should also be collected from areas
' where methylene chloride and chloroform were detected to confirm their presence
In soil , and that they were not introduced from laboratory sources. If the
presence of these chemicals is confirmed, their extent should be defined by
additional soil sampling. This soil sampling may be implemented immediately, as
long as local requirements are adhered to. The results of the soil samples
should be surrmarized in the Final Report.
1
