1 Mr. Steve Woodruff -2- 20 March 1987 <br /> 1 The installation of the observation wells, as proposed in the work plan, calls <br /> 1 for wells through the concrete slab to be constructed prior to wells around the <br /> perimeter of the concrete slab. Even though the construction of the wells <br /> placed through the slab has been adequately addressed, and assurances have been <br /> made that cross-contamination of above and below slab environments won' t occur, <br /> 1 we feel this procedure may be unnecessary and risky. <br /> The construction of perimeter wells and any step-out wells required to define <br /> 1 the free oil and dissolved hydrocarbon plumes should be accomplished prior to <br /> any wells installed through the slab itself. The information from these initial <br /> wells may help determine if the slab wells are needed. <br /> 1 In sumrary, we do not feel it is wise to penetrate the slab before attempting to <br /> determine if free oil is presently leaking through it. The construction of <br /> these wells may create an unrestricted path for free oil migration that was not <br /> 1 previously available. <br /> Keeping in mind your desire to complete the Phase II Site Assessment as quickly <br /> 1 as possible, we will give approval over the telephone to changes in the work <br /> plan that satisfy our above-mentioned requests. <br /> 1 If you have any questions regarding this matter, please call me at (916) <br /> 361-5667. <br /> DAVID L.
