r'
INTRODUCTION
This work plan describes the proposed Phase II site assessment to be per-
formed at the Alden Park Area in Tracy, California. The plan addresses the
requirements called for in Chevron Pipe Line Company's Proposal Sheet No.
SF-86084 and presented in our proposal of January 11 , 1987. The schedule for
i' the work plan has been modified from our proposal to include plan review by the
4 Central Valley Regional Water Quality Control Board (RWQCB).
F The Alden Park area is located in thesouthwest region of Tracy, California
(Plate 1) and was formerly the site of an oil storage reservoir facility. The
1, site is now occupied by a city park within a residential area. The former
reservoir facility consisted of a concrete-lined circular tank. In the Spring
' of 1986, concrete and subsurface oil were uncovered adjacent to the eastern
i
perimeter of Alden Park. During a subsurface investigation by Kennedy/Jenks/
Chilton in October 1986, concrete was found under much of the Alden Park site .
The approximate location of the concrete slab is shown on Plate 2.
SITE INVESTIGATION
6
INTRODUCTION
This work plan describes the approach that will be followed to accomplish
the following scope of work:
o Confirmation of the location of the original concrete perimeter;
o Identification and sampling of suspected locations of former sump(s);
o Evaluation of whether free oil is present beneath the reservoir slab
and step-out as necessary to define extent;
o Evaluation of the concentration of dissolved hydrocarbons just out-
side the free oil plume (if present);
E'
o Evaluation of the groundwater flow direction and gradient;
 o Sampling and analysis of soil from approximately 100 borings advanced
a
using portable equipment in residential backyards;
tJED2/H _1_
