do not expect vapors be present.
o Excavated dirt will be placed on visqueen sheets or in
trucks and covered. It will be removed by Chevron the same
day.
o Excavations will be backfilled and resurfaced appropriately.
This includes repaving disrupted streets and sidewalks and
replacing the sod over the park and front yard excavations.
All work will be carried out as expediently as possible to minimize
disruptions of excavating in a residential area. Any excavations
that must be left overnight will be isolated and covered with a
heavy steel plate. Traffic near the seeps on Palm Circle will be
reduced to one lane (east side of street) while work on the seeps
is taking place.
Seep Collection Vault
A seep collection vault will be installed where soil cores indicate
a deep source of oil and at the seep in the park. The collection
vaults will ensure the surface seeps do not return before a general
cleanup system (such as soil venting) can remove the source of oil.
The collection system for a seep is shown on Plate 11. The seep is
first excavated to a 2-4 foot depth as described above. Before it
is backfilled, however, an underground vault (e.g. a corrugated
metal pipe with a manhole cover) will be installed in the
excavation where the seep used to exist. The covered vault will
have perforations and be surrounded by a layer of gravel. The
vault lid will be locked. With this system a "controlled seep"
will collect in the isolated vault and be periodically removed by
Chevron.
All collection vaults will be removed by Chevron when the source of
the seeps has been treated and the seepage stops. The affected
areas will be resurfaced appropriately to return them to their
original state.
HEALTH AND SAFETY PRECAUTIONS
All work at the site during which personnel may encounter oily soil
or subsurface vapors will be carried out in accordance with health
and safety plans prepared by the contractor performing the task.
The plans will be similar in scope to the plan submitted in
Appendex A, which is an amended version of the Health and Safety
Plan submitted by Dames & Moore for the site assessment study. All
plans will be reviewed by Chevron for their completeness.
Contractor' s personnel will be expected to carry out all provisions
of their health and safety plan. Failure to do so will be
sufficient cause for Chevron or the City of Tracy to suspend work
at the site until provisions are met.
Gen
eralroce
p dures to be followed include:
11
