(Arcadis) and Mr. Wong of the <br /> San Joaquin County Environmental Health Department (County EHD), regarding the well abandonment <br /> application and request to properly abandon three wells at the Alden Park site, in Tracy, California, an <br /> understanding was reached which requires a modification to the proposed scope of work in Arcadis' 2019 <br /> Well Abandonment Work Plan (Work Plan), which was approved by the Central Valley Regional Water <br /> Quality Control Board (Water Board) in their Response Letter dated October 4, 2019. In the Work Plan, <br /> Arcadis has proposed to abandoned groundwater monitoring wells MW-11, MW-12,and MW-13 by pressure <br /> grouting the wells casings. Given the lack of historical documentation and site conditions, the County EHD <br /> is unable to approve the variance for using a pressure grouting method, and is requiring the monitoring wells <br /> to be over-drilled to completely remove the well casings and materials in accordance with their guidelines. <br /> Arcadis will contract a California-licensed C-57 drilling contractor to perform the work in accordance with all <br /> state requirements (i.e., California Well Standards, Bulletin 74-81 [1981] and 74-90 [1991]) and County <br /> requirements (i.e., Well Standards, ordinance Code Sections 9-1115.6, 1993, as well as well permits). All <br /> other requirements and procedures outlined in the Well Abandonment Work Plan would be followed without <br /> modification. <br /> The proposed well abandonment activities are tentatively scheduled for March 19, 2020. Arcadis will <br /> coordinate with the County SHD as required by well destruction permits and ensure County EHD staff are <br /> onsite during grouting activities.
