' File No. 20-3937-01 <br /> June 21, 1996 <br /> BACKGROIJI�M <br /> Kleinfelder was contracted by Mr. David Smith of Schaeffer Industries to conduct a <br /> Phase I Environmental Site Assessment per our February 27, 1996 proposal. That <br /> work was detailed in our Phase I Environmental Site Assessment Report dated April <br /> 17, 1996. In our report the following recommendations were made: <br /> 1. The installation of groundwater monitoring wells along the north east <br /> and south site boundaries in order to evaluate the potential threat to the <br /> proposed Schaeffer site due to offsite sources. <br /> 2. Asbestos was discovered along the Southern Terminal and Eastern <br /> Railroad tracks in the past. Therefore, soil along the railroad tracks <br /> should be sampled for the presence of asbestos. <br /> PROPOSED SERVICES <br /> Task E01 - Permitting and Pre-Field Activities <br /> It has been Kleinfelder's experience that this proposal contains sufficient detail <br /> and information to be submitted to the PHS/EHD. to review and approve a <br /> boring/well permit. Klei felder can prepare a boring /well permit application, a <br /> proposed boring/well location map, and a health and safety plan for submittal <br /> along with this- proposal to PHS/EHD. Additionally, the permits must be <br /> approved prior to drilling the borings. Following obtaining approval from the <br /> PHS/EHD, Kleinfelder will commence the actual field.assessment. <br /> Task E02 -Drilling of Threes-oil Borings and Monitoring We il_Insallatio__n <br /> Three (3) soil borings will be advanced to a depth of approximately 85 feet below <br /> surface grade (bsg). All three borings will have a 2-inch diameter SCH40 PVC <br /> monitoring well installed within them. <br /> During the advancement of the borings, soil samples will be collected at five foot <br /> intervals for lithologic classification and qualitative field screening, with an <br /> organic vapor analyzer(OVA). The OVA measures ionizable compounds in air in <br /> parts per million by volume (ppmv). Lithologic classification will be based on the <br /> Unified Soil Classification System (USCS). Soil samples will also be obtained <br /> within the vadose zone for potential quantitative chemical analysis. Currently, <br /> based on your correspondence and our experience, we anticipate groundwater in <br /> the vicinity of the project site to be present at a depth of 70 feet bsg.
