Site Health and Safety Plan
ENSAFE RS&H
Stockton Metropolitan Airport, Stockton, California
January 27, 2020
Cold Stress
Care should be taken to remain cognizant of cold stress hazards that can be encountered throughout
the year. A large percentage of hypothermia cases occur when the air temperature is from 50-60
degrees Fahrenheit.
III I • _ e
LOW TEMPERATURE+WIND SPEED+WETNESS
=INJURY&ILLNESS
-1. hd P.—.11 h.sdamage and deaffi may result- Hypotharri can occur
98 G'F[37'C-Cold related line--I`—slZy—rcome a pemon who has been
Wind Speed(MPH)
310M-1.rC
20'F1-6.7'C
frostbite Occurs
10'FI-12.2•C In 2 Hours
0'FI-17.13'C FrostbiteCowd
Occur in 45 Minutes
or Le55
-1 Cr FI-23.T C
Frostbite Could
-20'F1-28.TC Occur in 5 Minutes
or Less
-30'FI-34.4-C
-40•F!-40'G Adapted from_
ACGIK Threshold
Limit Values
-50'FI-45.6'C Chemical Subarencez
and Physical Agents
Biohazard 3nd.-
2.
The chart above outlines the anticipated onset of cold stress when combining temperature, humidity
and wind speed. Tents or structures should be used to provide shelter from extremely cold
environments and a heat source should be available in the event a cold stress situation should arise.
Site workers will be actively monitored for the following symptoms of hypothermia, if protracted
(i.e., >1 hour in duration) onsite operations are conducted when the air temperature is below 30°F:
• Speech problems (e.g., slurring)
• "Goose bumps" with a bluish or "dead white" appearance
Vertigo
Intense shivering
If a worker develops one or more of these symptoms, he/she will immediately be taken to a warm,
sheltered area and his/her oral temperature taken. Any worker thus affected will remain in the
sheltered area until his/her temperature is measured at 98.60F and/or the above-mentioned
18
