File No. 20-3978-01.W21 KLEINFELDER
February 4, 1997
the Spreckels Development Company, after the July 1988 fire a second pole barn type warehouse
was also constructed and used to store "filter aid" and other dry chemicals. This second "dry
chemical storage area" is the focus of this proposed scope of work.
Kleinfelder proposes to advance four borings at this location. Soil samples will be collected and
analyzed for the presence and concentration of Total Extractable Petroleum Hydrocarbons (TPH
ext.) as diesel and motor oil, pH and CAM 17 metals.
SCOPE OF WORK
Drilling Permit and Workplan Submittal
Kleinfelder will collect soil samples from borings. The San Joaquin County Public Health
Services Department Environmental Health Division (PHS/EHD) requires a workplan and boring
permit application for exploratory soil borings drilled for site assessment purposes. The
proposed will require permits. A workplan will be submitted to the San Joaquin County
PHS/EHD for review. Kleinfelder will also prepare a health and safety plan for use in the field.
The health and safety plan will be included as part of the workplan.
Drilling of Borings and Soil Sample Collection
A total of four exploratory soil borings will be drilled in the vicinity of the former dry chemical
storage area (Plate 2). The borings will be advanced using a truck-mounted drill rig equipped
with 6-inch diameter hollow stem augers. Soil samples will be collected at depths of 5 and 10
feet for logging purposes and potential chemical analysis. The borings will be drilled, logged,
and sampled according to the protocol described in Attachment B. The soil samples collected
will be field screened using an organic vapor detector as described in Attachment B, Section B-
2.2. The borings will be advanced to a maximum depth of 10 feet or until groundwater is
encountered. Based upon previous investigations at the Spreckels property, groundwater is.
anticipated to be at a depth of 10 to 20 feet below grade. Groundwater samples will not be
collected.
The soil borings will be closed in accordance with the protocol described in Attachment B. Soil
cuttings generated while drilling will be placed on and covered by visqueen and stored on site
pending chemical analysis. Water generated during steam cleaning of auger and/or equipment
will be left on site in labeled 55-gallon drums. Analysis and disposal of drill cutting and steam
cleaning water is not included in this proposal.
Laboratory Analysis
Each of the soil samples selected for quantitative analysis will be submitted under chain-of-
custody control to Sequoia Analytical Laboratories (Sequoia) of Sacramento, California.
Sequoia is certified by the California Department of Toxic Substances to perform the requested
analyses.
20-3978-Ol.W211207PE049 Page 2 of 01997, Kleinfelder, Inc.
