JUS 1 21989
5 Mason Street
Irvine, CA 92718
ENVIRON MENiAL E LPI
Dear Mr. Saponara: PERPmT(SE"
COMMENTS ON REMEDIAL INVESTIGATION/FEASIBILITY STUDY/DRAFT
REMEDIAL ACTION PLAN WORKPLAN FOR ACME-STOCKTON GALVANIZING (HSA
87/88-009)
On 1 February 1988 the following report was submitted to the
Department for our review and approval : "Remedial
Investigation/Feasibility Study Work Plan (Workplan) , Stockton
Galvanizing Works, Stockton, California" . The Workplan was
prepared by Hydrotech Consultants, Inc. (Hydrotech) . The
Workplan was intended to set forth the various RI/FS/draft RAP
activities that will be undertaken at the Acme-Stockton
Galvanizing Works (ASG) site (the Site) .
In general, the Workplan is well done. There are, however some
areas that are deficient. Comments on particular items are as
follows:
1. The McKesson Environmental Services Investigation Report of
20 July 1983 indicates (Table 2) that soil samples were analyzed
for pesticides and PCB's. What were the results of these
analyses and why were they done? Is there a history of these
materials on the property? Is there a history of the use or
storage of organic chemicals on the site? We suggest that you do
some screening for organics using an HNU or OVA during sampling
of ground water and soils.
The following comments are on the Workplan submitted by
Hydrotech.
2 . Page 2 , section 1. 2 and Page 38, sections 5. 0 and 6. 0.
Include an implementation schedule for activities necessary to
complete the Feasibility Study through Final Remedial Action Plan
(eg. Gantt Chart) . The Remedial Investigation Report,
Feasibility Study Report, draft Remedial Action Plan, and
Community Relations Plan can be added as chapters to the Remedial
Investigation/Feasibility Study Workplan to constitute the
Remedial Action Plan.
