CENTRAL VALLAREGIONAL WATER QUALITYONTROL BOARD <br /> INSPECTION REPORT <br /> DATE: 28 June 2006 <br /> FACILITY: Fox River Paper Company, Ripon Mill <br /> DISCHARGER: Fox River Paper Company <br /> LOCATION & COUNTY: Ripon, San Joaquin County <br /> CONTACT(S): Mike Owens, Engineering and Maintenance Manager <br /> Pete Bertonis, Senior Process Engineer <br /> Bob Arriola, Technical Manager <br /> Dave Kirk, Lawrence & Associates <br /> INSPECTION DATE: 22 June 2006 <br /> INSPECTED BY: Todd Del Frate <br /> ACCOMPANIED BY: <br /> SUMMARY: Met with Fox River personnel listed above and their consultant from Lawrence & <br /> Associates. This was an initial meeting to tour site and discuss path forward following Board staff request <br /> that Fox River develop WQPS. Lawrence & Associates submitted a draft version of WQPS during the <br /> meeting. <br /> Since this was my first site inspection, staff was offered a plant tour in addition to inspecting ASB-1 and <br /> ASB-2, the sludge pond, East Percolation Field, production wells PW-6 through PW-8, East Orchard, and <br /> other surrounding fields. <br /> ASB-1 and ASB-2 were inspected. Process water was being discharged into ASB-1, which is a lined <br /> pond. The liner appeared to be intact with no obvious tears or breakdown from UV light. Several aerators <br /> were operating to help keep odors in check. No odors were noticeable. ASB-2 was also inspected. <br /> ASB-2 is unlined. Several aerators were operating, keeping odors in check. No odors were noticeable in <br /> the vicinity of ASB-2. Pond levees and roads surrounding the ponds were in good shape and passable. <br /> The clarifier was briefly inspected and was producing sludge for disposal in the sludge pond. The sludge <br /> was determined to be inert. Sludge disposal is on-going. <br /> Inspected Redwood trees planted in East Orchard as a point of interest. The grove of Redwoods appeared <br /> to be growing and of decent health. New growth was sprouting as would be expected. The trees were <br /> planted approximately 20 years ago and are considered a hybrid Redwood tree. It is likely that several <br /> factors are influencing the health of the trees, one of which could be high TDS process water being <br /> applied to the land. <br /> Toured the mill. Following the mill tour, inspected the East Percolation Field and production wells. The <br /> East Percolation Field had been flood irrigated approximately one-day earlier. Standing water was evident <br /> along the southeastern border of the field. It is staff's understanding that flood irrigation of the East <br /> Approved: <br />
