• • <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-01-148 <br /> FOR <br /> FOX VALLEY CORPORATION <br /> AND <br /> FOX RIVER PAPER COMPANY <br /> RIPON MILL <br /> SAN JOAQUIN COUNTY <br /> Existing monitoring wells show that the past discharge from the Ripon Mill has degraded ground <br /> water quality. The Discharger has made substantial improvements in the quality of wastewater <br /> that it discharges. This is a Corrective Action monitoring program, the purpose of which is to <br /> classify the wastewater, to determine whether measures taken by the Discharger are sufficient to <br /> clean up the effects of past waste discharges to ground water and to determine if the continued <br /> discharge of wastewater to land needs to be contained in a waste management unit described in <br /> California Code of Regulations, Title 27(Title 27). Therefore,based on the data collected from <br /> this monitoring program a final determination will be made on waste classification and proper <br /> containment of the wastewater. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in tabular or graphical <br /> form so that the date, the constituents, and the concentrations are readily discernible. The data <br /> shall be summarized in such a manner to illustrate clearly the compliance with waste discharge <br /> requirements. <br /> Monthly monitoring reports shall be submitted to the Regional Board by the 30th day of the <br /> following month. Quarterly monitoring reports shall be submitted to the Regional Board by the <br /> 30th day of the following month following the end of the quarter. <br /> The results of any monitoring done more frequently than required at the locations specified in the <br /> Monitoring and Reporting Program shall be reported to the Board. <br /> Upon written request of the Board, the Discharger shall submit a report to the Board by <br /> 30 January of each year. The report shall contain both tabular and graphical summaries of the <br /> monitoring data obtained during the previous year. In addition, the Discharger shall discuss the <br /> compliance record and the corrective actions taken or planned that may be needed to bring the <br /> discharge into full compliance with the waste discharge requirements. <br /> WATER SUPPLY MONITORING <br /> Fox River has five process water supply wells, however wells PW-4 and PW-5 are no longer in <br /> use and Fox River may determine that they should be properly abandoned. Until those wells are <br /> properly abandoned with the approval of the Regional Board, all five process wells are subject to <br />
