By way of example, two very different limits were used to determine reasonable <br /> potential to exceed water quality standards for chloroform in surface waters to protect municipal and <br /> domestic supplies in NPDES permits brought before the Board last week. Such inconsistency <br /> undermines the credibility of our regulatory decisions and fosters arguments in support of those seeking <br /> to appeal Board-adopted orders. - - - <br /> The attached memo, Selecting Numerical Receiving Water Quality Limits, contains procedures designed <br /> to improve consistency and defensibility in selecting water quality-based receiving water limits for <br /> surface water and groundwater in the Central Valley Region. Please take time to carefully review this <br /> memo and to use it in your work. Training sessions have been conducted in all of our offices to <br /> reinforce concepts and procedures contained in this memo. Additional training sessions will be provided <br /> as needed. <br /> While the memo is based on Central Valley Region and State Board policies and plans, it is not intended <br /> to establish new policy or regulation. The memo has been considered by our Region's Consistency <br /> Advisory Group, which consists of our Assistant Executive Officers, Supervisors and myself, assisted by <br /> legal counsel. Several Seniors also participated in this review.
