WASTE DISCHARGE REQUIREMENTS -8- <br /> SIMPSON INVESTMENT COMPANY <br /> SIMPSON PAPER COMPANY <br /> RIPON MILL <br /> SAN JOAQUIN COUNTY <br /> The Discharger shall submit to the Board on or before each <br /> compliance report date, a report detailing compliance or <br /> noncompliance with the specific schedule date and task. If <br /> noncompliance is being reported, the reasons for such <br /> noncompliance shall be stated, plus an estimate of the date <br /> when the Discharger will be in compliance. The Discharger <br /> shall notify the Board by letter when it returns to compliance <br /> with the time schedule. <br /> 8. The Discharger shall submit to the Board every five years <br /> beginning 1 June 1998 a technical report which discusses the <br /> following issues: <br /> a. A summary of actions taken to reduce the dissolved solids <br /> in its discharge from the plant and the treatment system <br /> to the ponds and irrigation fields. <br /> b. A hydrogeologic analysis on the effects of the reduction <br /> in dissolved solids in the discharge on the vadose zone <br /> semi-perched aquifer, upper aquifer and the lower <br /> aquifer. The analysis should include a determination of <br /> whether or not the existing discharge is having a <br /> negative impact on the local water quality. <br /> 9. A copy of this Order shall be kept at the discharge facility <br /> for reference by operating personnel . Key operating personnel <br /> shall be familiar with its contents. <br /> 10. The Board will review this Order periodically and will revise <br /> requirements when necessary. <br /> I , WILLIAM H.
