Kh4"It `° ; � <br /> FOR MAY 1 $ 1993 <br /> SIMPSON INVESTMENT COMPANY <br /> SIMPSON PAPER COMPANY ENVIRQNMFNTAL NgALTH <br /> RIPON MILL PERMIT/SERVICES <br /> SAN JOAQUIN COUNTY <br /> Existing monitoring wells show that the past discharge from the Ripon Mill has <br /> degraded groundwater quality. The Discharger has made substantial improvements <br /> in the quality of wastewater which it discharges. This is a Corrective Action <br /> monitoring program, the purpose of which is to determine whether measures taken <br /> by the Discharger are sufficient to clean up the effects of past waste discharges <br /> to ground water and to determine if the continued discharge of wastewater to land <br /> needs to be contained in a waste management unit described in California Code of <br /> Regulations, Title 23, Division 3, Chapter 15 (Chapter 15) . Currently the <br /> discharge is not classified as a designated waste due to analysis and <br /> certification by David A. Lawrence, C.E.G. 618. This monitoring program will <br /> serve to verify that decision. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in <br /> tabular or graphical form so that the date, the constituents, and the <br /> concentrations are readily discernible. The data shall be summarized in such a <br /> manner to illustrate clearly the compliance with waste discharge requirements. <br /> Monthly monitoring reports shall be submitted to the Regional Board by the <br /> 20th day of the following month. <br /> The results of any monitoring done more frequently than required at the locations <br /> specified in the Monitoring and Reporting Program shall be reported to the Board. <br /> Upon written request of the Board, the Discharger shall submit a report to the <br /> Board by 30 January of each year. The report shall contain both tabular and <br /> graphical summaries of the monitoring data obtained during the previous year. <br /> In addition, the Discharger shall discuss the compliance record and the <br /> corrective actions taken or planned which may be needed to bring the discharge <br /> into full compliance with the waste discharge requirements. <br /> SAMPLING AND ANALYSIS PLAN <br /> A Sampling and Analysis Plan shall be submitted to Board staff by 1 July 1993 for <br /> approval . The sampling and analysis plan shall include specific methods for <br /> leachate, surface water, ground water, and vadose zone pore fluid water quality, <br /> sample collection, handling, chain of custody control , analytical procedures, and <br /> field and laboratory quality assurance and quality control . <br />
