The Report states <br /> that 90,000 cubic yards of sludge with a solids content of 3% will be <br /> dewatered and placed on 15 acres of percolation fields. The Report indicates <br /> the dewatered sludge will have an estimated volume of 7715 cubic yards with a <br /> solids contents of 35%. <br /> Additionally, the Report states that Simpson will collect and analyze samples <br /> of the dewatered sludge for volatile organics detected in the initial <br /> characterization. Any sludge with volatile organics will be stored separately <br /> onsite until analytical tests confirm that the volatile organics are no longer <br /> present. The Regional Board will be notified if volatile organics <br /> concentrations are found in excess of water quality objectives. <br /> Simpson Paper Company (Simpson) may proceed with the discharge of dewatered <br /> sludge to the percolation fields provided the following conditions are met: <br /> Condition 1: Simpson must conduct a metals scan of the soil/sludge <br /> matrix after the dewatered sludge has been incorporated into the <br /> percolation fields. The grab samples for metals scan must be <br /> representative of the volume and physical nature of the discharge <br /> incorporated into the soil . A metal scan is required because elevated <br /> lead concentrations were found in the initial sludge characterization. <br /> Although lead is relatively immobile in soil , the accumulation of lead <br /> or other metals in the upper soil matrix may restrict future land uses. <br /> We recommend a metals scan of the soil matrix 30 days after the <br /> application of the dewatered sludge and 1 year after this sampling <br /> event. If sample results indicate that the metals content in the soils <br /> are stabilized and are not present at levels which would restrict future <br /> land uses, then the sampling can be terminated. <br />
