•Simpson Paper Inspection Report -2- 30 July 1990
SAMPLE RESULTS (analyzed by Eureka Lab):
Fixed
BOD Sulfate EC TDS
Clarifier effluent 172 mg/l 254 mg/l 1530 umhos/cm 936 mg/l
duplicate 960 mg/l
RO 1630 umhos/cm 1072 mg/l
duplicate 1600 umhos/cm
Order No. 83-001 does not specify effluent limitations for these constituents. However,
TDS has impacted the ground water with electrical conductivity levels up to 2082 micromhos.
The TDS levels are much lower than the sample results from last year's inspection: RO
Effluent - 1846 mg/1 , and Pond 2 - 1375 mg/l . The EC of the clarifier effluent last year
was 2370 umhos/cm. The lower TDS levels may be the result of an alum reduction from 65-70
lb/ton to 15 lb/ton. This is one of the steps Simpson has taken to lower TDS levels.
CONCLUSIONS:
Simpson Paper appeared to be well-maintained. No violations of Waste Discharge
Requirements Order No. 83-001 were noted. The dyes in the sludge pond have been analyzed
in the past and do not pose a problem. Simpson is continuing to reduce TDS levels in its
effluent and has an ongoing monitoring program to assess the impact of TDS on the ground
water. Simpson applied for an NPDES renewal on 31 July 1987. However, since discharge
has been exclusively to land since July 1975 and discharge to surface waters will not be
needed in the future, waste discharge requirements are being revised for land discharge
only.
TWILA L. LECLERC, Area Engineer
TLL
