Therefore, Simpson Paper Co. is requested to submit a Technical Report which details a proposal to install a ground water monitoring system. The system must be able to provide the following information: 1. Sufficient water table elevation data to determine the direction of ground water flow at the site. (A gaging station in the Stanislaus River will be needed. ) 2. Water samples which are representative of ground water quality upgradient of and unaffected by the disposal fields and treatment ponds. 3 . Water samples which are representative of ground water quality downgradient of the disposal fields and treatment ponds. In many situations three monitoring wells provide enough data to make a determination of ground water flow direction. That is not the case at this site. The effects of a shallow well which pumps over 1 mgd, the nearby Stanislaus River, the Simpson percolation fields and ponds, and the City of Ripon ponds and disposal fields, make this determination difficult. The use of data from existing wells may be helpful and is acceptable if the well construction details are known and accurate well logs have been recorded. Please submit the Technical Report by 15 March 1988. We plan to include a provision in the revised waste discharge requirements for. your facility which are currently being drafted, requiring construction of the monitoring wells.
