CA0004006 <br /> The Simpson Paper Company (owned by Simpson Timber Company, Seattle, Washington) <br /> operates a paper mill located within the city limits of Ripon, San Joaquin County. <br /> The Ripon Mill is a non-integrated paper mill which manufactures several grades <br /> of fine papers from purchased pulp. The annual average production is 100 tons of <br /> paper per day during approximately 331 operating days per year. <br /> Existing Waste Discharge Requirements are contained in Board Order No. 73-173 <br /> (NPDES No. CA0004006) which was adopted on 23 February 1973 and which will expire <br /> on 31 December 1977. The Simpson Paper Company, Ripon Mill submitted a Report of <br /> Waste Discharge dated 27 June 1977 as application for reissuance of waste discharge <br /> requirements. <br /> The Ripon Mill proposes to discharge treated wastewaters to either the Stanislaus <br /> River or to Company owned property for irrigation and disposal. On any given day, <br /> either discharge may vary from zero to 1.8 mgd. The expected annual average dis- <br /> charges are 0.5 mgd to the Stanislaus River and 1.1 mgd for irrigation of approxi- <br /> mately 60 acres of land. An additional 30 acres of land is available for emergency <br /> disposal purposes. <br /> Prior to jully 1974 Ripon �L ll diScharo � o theStan, <br /> �9 tt�� r� _tee t� cla=fig River rOP_fiintiOLSly, <br /> or intermittently. Since July 1975, they have been able to contain all wastewater <br /> on land. The Simpson Paper Company expects to resume intermittent discharges to <br /> the river by January 1978, after new treatment facilities, including aeration equip- <br /> ment, have been installed and only when all waste discharge requirements can be <br /> satisfied. <br /> The proposed Waste Discharge Requirements reflect the more stringent of: the <br /> effluent limitations promulgated by the Environmental Protection Agency (40 EFR <br /> Part 430 Subpart R, NI Fine Papers Subcatagory) representing application of best <br /> practicable control technology currently available; the existing effluent limita- <br /> tions contained in Order 73-173; the description of effluent quality contained in <br /> the Report of Waste Discharge submitted by the discharger; and Grater quality ob- <br /> jectives contained in the Water Quality Control Plan for the San Joaquin and <br /> San Joaquin-Sacramento Delta Basins. <br />
