CA0004006 <br /> The daily maximum BOD and Suspended Solids effluent limitations were based on re- <br /> taining the maximum allowable concentrations from Order 73-173 of 60 mg/l and <br /> using the proposed maximum flow of 1.8 mgd to obtain the mass emmission rates of <br /> 900 lbs/day. The Report of Waste Discharge described the proposed BOD and Sus- <br /> pended Solids concentrations in the river discharge as 60 mg/l maximum and 45 <br /> mg/l daily average. The 45 mg/l average values are included in the proposed <br /> requirements as limitations for 30-day average BOD and Suspended Solids concen- <br /> trations and are used with the discharge flow of 1.8 mgd to obtain 30-day average <br /> mass emission rates of 676 lbs/day, The BOD and Suspended Solids effluent limi- <br /> tations prolmugated by EPA with an annual production rate of 100 tons/day are as <br /> follows : <br /> Daily 30-Day Annual <br /> Constituent units Maximum Average Average <br /> BOD lbs/day 1640 850 450 <br /> Suspended Solids lbs/day 2200 1180 650 <br /> The annual average effluent limitations are applicable only to non-continuous dis- <br /> chargers. The Ripon Mill is considered a non-continuous discharger because it is <br /> expected that, during low flow periods in the Stanislaus River, receiving water <br /> limitations in the proposed NPDES permit will in effect periodically prohibit a <br /> river discharge. Therefore, the proposed requirements contain the annual average <br /> effluent limitations of 450 lbs/day BOD and 650 lbs/day Suspended Solids. <br /> 11/16/77 LFN/ap <br /> 2 - <br />
