CA0004006 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SIMPSON PAPER COMPANY, RIPON MILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) , finds that: <br /> 1. The Simpson Paper Company, Ripon Mill (hereinafter discharger) by application <br /> dated 27 June 1976, has applied for wastes discharge requirements and a permit <br /> to discharge waste under the National Pollutant Discharge Elimination System. <br /> 2. The Ripon Mill manufactures several grades of fine papers from purchased <br /> pulp. The average production rate is 100 tons/day (90.7 metric tons/day) <br /> during approximately 331 operating days per year. The maximum daily pro- <br /> duction is 146 tons (132.5 metric tons) . <br /> 3. The Ripon Mill proposes to intermittently discharge treated wastewater from <br /> stabilization and aerated ponds into the Stanislaus River, a water of the <br /> United States, at a point in Section 29, T2S, RBE, NDB&M. The Ripon Mill <br /> also discharges treated wastewater and stormwater to company owned land for <br /> disposal and irrigation. Domestic wastes are sewered to the City of Ripon <br /> wastewater treatment facilities. <br /> 4. The report of waste discharge describes the proposed discharge to the Stanislaus <br /> River as follows: <br /> Average Flow: 0.5 million gallons per day (MGD) (22 1/sec) <br /> Maximum Flow: 1.8 million gallons per day (MGD) (79 1/sec) . <br /> Average Temperature: 740F (23. 31C) Summer; 650F (18.30C) Winter <br /> Daily <br /> Constituents Average Maximum Minimum <br /> BOD (mg/1) 45 60 25 <br /> Suspended Matter (mg/1) 45 60 20 <br /> Settleable Matter ml/l < 0.1 0.1 - - <br /> pH 8.5 6.5 <br />
