` REVISED MONITORING AN&EPORTING PROGRAM ORDER NO-01-148 -5- <br /> FOX VALLEY CORPORATION AND FOX RIVER PAPER COMPANY <br /> RIPON MILL . <br /> SAN JOAQUIN COUNTY <br /> D. MONITORING <br /> The Discharger shall comply with the monitoring program provisions of Title 27 for groundwater, <br /> surface water, and the unsaturated zone, in accordance with Monitoring Specifications in Standard <br /> Provisions and Reporting Requirements (1997). All monitoring shall be conducted in accordance with <br /> a Sample Collection and Analysis Plan, which includes quality assurance/quality control standards, that <br /> is acceptable to the Executive Officer. <br /> All point of compliance monitoring wells established for the Corrective Action Monitoring Program <br /> shall constitute the monitoring points for the groundwater Water Quality Protection Standard. All <br /> detection monitoring program groundwater monitoring wells, unsaturated zone monitoring devices, <br /> leachate, and surface water monitoring points shall be sampled and analyzed for monitoring parameters <br /> and constituents of concern as indicated and listed in Tables I through V. <br /> Method detection limits and practical quantitation limits shall be reported. All peaks shall be reported, <br /> including those which cannot be quantified and/or specifically identified. <br /> The Discharger may, with the approval of the Executive Officer, use alternative analytical test methods, <br /> including new USEPA approved methods, provided the methods have method detection limits equal to <br /> or lower than the analytical methods specified in this Monitoring and Reporting Program. <br /> 1. Surface Impoundment Monitoring <br /> The Discharger shall monitor all wastewater discharged to the Surface Impoundments (ASB #1 and #2) <br /> on a weekly basis and report the results in the Quarterly Groundwater Monitoring Reports. ASB #2 <br /> samples shall be collected downstream from the last connection through which waste can be admitted <br /> into the surface impoundment. Samples must be representative of the volume and nature of the <br /> discharge from ASB #1. <br /> Grab samples shall becollected in a convenient location at least 200 feet from.the influent structure of <br /> ASB #2. Time of collection of a grab sample shall be recorded. The Discharge from ASB 42 shall not <br /> exceed the effluent limitations set forth in Section B. of Waste Discharge Requirements No. 5-01-148. <br /> If a discharge occurs in one of the four overflow ponds, then the time discharge began to the overflow <br /> pond(s) must be noted. Table I shall constitute the surface impoundment monitoring. <br />
