Stewart Road <br /> Lathrop, CA 95330 Lathrop, CA 95330 <br /> RECYCLED WATER EXPANSION REPORT REVIEW— PHASE 2, MBR WASTEWATER <br /> FACILITY, LATHROP, SAN JOAQUIN COUNTY <br /> Staff has reviewed the February 2006 Recycled Water Expansion Report— Phase 2 (RWER) <br /> prepared by Nolte Associates, Inc., which was submitted on 10 March 2006, and determined <br /> that additional information is required. The RWER was required by Discharge Specification 13.2 <br /> of Waste Discharge Requirements (WDRs) Order No. R5-2005-0045, which states: <br /> The monthly average flow may increase to 750,000 gpd after the Executive Officer <br /> approves the report required by Provision G.1.g. <br /> Provision G.1.g is reprinted below; to allow discussion of the requirements, staffs comments <br /> are identified with the bullet number in the table following the quotation. Provision G.1.g states: <br /> g. At least 60 days before the Discharger wishes to begin a discharge of up to 750,000 gpd, <br /> the Discharger shall submit a Recycled Water Expansion Report, which shall contain the <br /> following: <br /> i. An updated water balance. <br /> ii. At least two groundwater well sampling events at wells installed at the new land <br /> application areas and/or recycled water storage ponds. It is the Discharger's <br /> responsibility to submit, as needed, the Phase 11 Groundwater Monitoring Workplan <br /> and the Phase 11 Monitoring Well Installation Report in accordance with a schedule that <br /> allows the sample event data to be included in the Recycled Water Expansion Report. <br /> iii. Documentation that notification signs are installed as required by Water Recycling <br /> Specification E.3. <br /> iv. Updates to the As Built Report; Recycled Water Application Plan; and SSO Plan. <br /> v.
