CUF#: 015211 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed <br /> Interim Alternative Remedial Action Plan (I RAP) dated August 10, 2005 as <br /> submitted by GeoCon Consultants and has the following comments. <br /> The ]RAP submittal is in response to EHD correspondence dated June 15, 2005 <br /> wherein EHD requested further information in order to evaluate the need and <br /> cost-effectiveness of additional ground water remediation. <br /> Your consultant recommends that an interim remedial effort be implemented to <br /> reduce contaminant mass in the soil and in the ground water. This interim <br /> activity would be the use of a high vacuum dual-phase extraction (DPE) system <br /> (SVE and ground water extraction). The DPE process is be tested for 5-days. <br /> During this period, up to 20,000 gallons of contaminated ground water is to be <br /> pumped from MW-3 as SVE operations proceed. In addition, GeoCon is <br /> recommending later injection of an oxygen-releasing compound (ORC) into the <br /> saturated zone in the vicinity of MW-3. <br /> EHD requested additional information in order to obtain an understanding of the <br /> current dissolved contaminant mass at the site. <br /> Cost estimates for DPE versus ozone generator retrofit were included and your <br /> consultant provided justification that performing DPE as an interim action would <br /> be more cost-effective than replacing the ozone system with a new generator. <br /> Your consultant has proposed a multi-step, two-phase approach to the TRAP. <br /> The first phase would be enactment of the DPE portion as described above. The <br /> second phase would include injection of an oxygen-releasing compound, <br /> PermeOx into the subsurface saturated zone to provide dissolved oxygen to the <br /> oxygen deficient environment. <br />
