Ms.Nyein Aung,DTSC April 9,2020
Response to Request forAdditional Information Regarding the Small Firearms Training Facility Page 2
Lawrence Livermore National Laboratory Site 300
EPA ID No. CA2890090002
non-explosive hazardous waste or the Explosives Waste Storage Facility
(EWSF) M4 for the storage explosives hazardous waste such as duds or
defective ammunition.
2. Regarding the maintenance of the sand-packed berm is any material removed from
the berm and sand before repacking it. If so, how is that material managed?
Response:
Maintenance of the berm does not require removal of sand material from the impact
area.
3. Please describe how the sand-packed berm is re-packed when divots or other issues
are visible in sand-packed berm (e.g., is new sand used, is a front loader used to
pack the berm?).
Response:
Material that sloughs down slope is moved up slope with hand tools(e.g., rake,
shovel, broom). Material moved up slope does not require re-packing to keep the
material from moving down slope. Heavy equipment(e.g., front end loader) is not
used to maintain the berm.
4. Does LLNL Site 300 have a process to ensure ammunition that misses the sand-
packed berm(e.g., ammunition that lands outside the shooting range area) is
retrieved and properly managed?
Response:
The impact berm is of sufficient size to contain all rounds fired by trainees from
approved firing lines and all shooters are briefed on the approved engagement. The
target line is always set up such that fired rounds, even misses, are contained within
the area of the impact berm. Additionally, instructor-to-shooter ratios are
maintained such that instructor intervention precludes the accidental firing of
ammunition into areas other than the impact berm
5. Provide the product specification for the frangible bullets, including what metals are
used to replace the lead in these bullets.
Response:
The Olin Winchester Safety Data Sheet(Attachment 2)provides product
specifications for 5.56 frangible ammunition used at the SFTF for training. Frangible
bullets replace lead with sintered copper powder, tin, zinc and other alloying
compounds.
6.
