The ES&H Team Environmental Analyst shall be <br /> informed immediately by the responsible program/department if any of the following <br /> occur: <br /> • The Contingency Plan, if properly followed, fails in an emergency, or <br /> • There is a change in WAA design, construction, operation, or maintenance in a <br /> way that increases the potential for fires, explosions, or releases of waste or <br /> waste constituents, or changes the response necessary in an emergency, or <br /> • The list of Emergency Coordinators changes, or <br /> • The list of emergency equipment changes, or <br /> • Applicable regulations are revised. <br /> EFA will coordinate the periodic review of the Contingency Plan, and the updated Plan <br /> will be distributed to all appropriate programs/departments and external agencies. <br /> 2. RESPONSIBILITIES <br /> This section presents the responsibilities of the Emergency Coordinator, Incident <br /> Commander, WAA Operator, WAA Coordinator, EDO, ES&H Team Environmental <br /> Analyst, support organizations, and the Fire Department. <br /> 2.1 Emergency Coordinator <br /> The Emergency Coordinator has the authority to commit LLNL resources and the <br /> capability to obtain outside resources needed to carry out this Contingency Plan.
