Standby or direct someone to meet the Fire Department to direct them to the <br /> incident <br /> If the WAA Operator is incapacitated, any cognizant individual at the WAA shall take the <br /> actions previously outlined in items 1 through 9 until the arrival of the Incident <br /> Commander. <br /> 4.2.2 Earthquakes <br /> Major earthquakes fall in the category of a large incident as defined in Section 1.2. If <br /> you are inside a WAA when an earthquake occurs, duck and cover. Avoid containers <br /> holding waste. After the shaking has stopped, proceed in an orderly manner to the <br /> designated assembly point for your area unless directed otherwise. If you are outside <br /> when an earthquake occurs, proceed to the designated Assembly Point. The Assembly <br /> Point Leader will coordinate an accounting of personnel and provide instructions. If you <br /> are leaving a building, be alert for persons who may be trapped or injured, fire, chemical <br /> spills, or structural damage. Report such information to the Assembly Point Leader. Do <br /> not re-enter a building until it has been cleared for re-entry by a member of the <br /> Emergency Facilities Engineering Support Team. <br /> 4.2.3 Power Outages <br /> The normal operating hours of the WAA(s) are from 7:00 a.m. to 5:30 p.m., Monday <br /> through Thursday. Normal waste management operations in the WAA(s) do not require <br /> power, and, therefore, power outages will not have a significant impact on their <br /> operation. However, if emergency lighting is needed for any reason, portable <br /> generators and floodlights are available from Maintenance & Utilities Services <br /> Department (the generators are not explosion-proof and must not be used near <br /> flammable or combustible vapors). <br /> 4.2.4 Waste Release within the WAA <br /> If a container holding waste spills, leaks, or otherwise releases its contents to the <br /> environment, and there is no immediate threat to personnel safety, trained personnel <br /> must take immediate action to contain the release. Follow spill response procedures <br /> outlined in Sections 4.2.4.1 and 4.2.4.2. <br /> 4.2.4.1 Procedures to Stop and Contain Waste in the Event of a Small Incident <br /> When visual monitoring indicates that a release has occurred, trained personnel shall <br /> take the following steps: <br /> 1. Stop waste container handling operations. <br /> 2. Determine the source, type, and amount of leaking material. <br /> 3.
