CLEANUP AND ABATEMENT ORDER -2- <br /> SOUTHWEST HIDE COMPANY <br /> SAN JOAQUIN COUNTY <br /> water pollution. The Board has requested, as supplemental information to <br /> the Report of Waste Discharge, the discharger' s plans ( including time <br /> schedule) to retrofit the impoundments to Subchapter 15 Class II standards. <br /> 8. The characterization of the site's hydrogeology is insufficient. There has <br /> been no interpretation of the lithology of the site, based upon completed <br /> well and soil boring logs; no identification of the potential pathways of <br /> migration; and no estimation nor determination of aquifer characteristics <br /> (i .e. , permeability, hydraulic gradient, flow velocity) . <br /> 9. The areal and vertical extent of the ground water pollution plume has not <br /> been delineated. <br /> 10. The Discharger has discharged wastes in violation of Board Order No. 80-061 <br /> and has polluted ground water. <br /> IT IS HEREBY ORDERED, that pursuant to Section 13304, 13260, and 13267 of the <br /> California Water Code, Southwest Hide Company shall prepare a technical report <br /> based upon the field activities and studies conducted as of the effective date <br /> of this Order. This report should be submitted to this office by 5 April 1989. <br /> In addition, Southwest Hide Company shall submit, to this office, a Beneficial <br /> Use Analysis and Ground Water Remedial Action plan, by 1 August 1989. These <br /> reports should include the following: <br /> 1. TECHNICAL REPORT <br /> A. Pollutant Source Identification And Delineation <br /> Numerous references are made within the technical reports and correspon- <br /> dence associated with this site regarding potential historical and <br /> existing sources of pollution. These sources include the surface <br /> impoundments, leachfield, broken sewer line, washrack, four brine storage <br /> tanks, waste brine collection tanks, salts storage facilities, stormwater <br /> runoff, and previous site occupants. The current status of each <br /> potential source, based upon the finding of the ongoing investigation, <br /> should be discussed. <br /> The objectives of this activity are to identify all potential sources <br /> and delineate the areal and vertical extent of soil pollution. Each <br /> potential source should be separately assessed. If existing data are <br /> insufficient to adequately assess and/or mitigate a potential source, <br /> then a field investigation work plan, including time lines, should be <br />
