CLEANUP AND ABATEMENT ORDER -3-
SOUTHWEST HIDE COMPANY
SAN JOAQUIN COUNTY
prepared. This work plan should describe the data deficiencies and the
planned field activities, in detail , for each potential source where data
gaps have been identified. If a potential source is adequately assessed,
the data justifying this conclusion should be provided.
For those sources where the extent of soil pollution is known, a
mitigation/ remedial plan should be prepared. This plan should discuss
the water quality implications of no mitigation, partial mitigation (say
50%) , and complete mitigation. Cost estimates and time estimates for
the implementation of these mitigation measures should be developed.
B. Hydrogeologic Characteristics
The hydrogeologic characteristics of the underlying strata (currently or
potentially) affected by contamination from the site, should be determined
and described. The characteristics should include the following:
a. Hydraulic conductivity,
b. Hydraulic gradient,
c. Effective porosity,
d. Ground water velocity (magnitude and direction) ,
e. Depths and thicknesses.
The data used to determine these characteristics should be discussed in
detail . A minimum of two geologic cross-sections, prepared from the geologic
well logs, and preferably oriented parallel and perpendicular to the ground
water flow direction, should be prepared. Ground water elevation data should
be presented in tabular form sorted by well number, sampling date and well
screen depth. Potentiometric contour and ground water flow mapping of the
water elevation data should be conducted, and maps showing typical and
seasonal trends should be prepared.
The objective of this activity is to determine the hydrogeologic
characteristics of the site' s underlying strata, such that all potential
pathways of pollution migration are identified and characterized. This
hydrogeologic characterization of potential pathways must be sufficiently
detailed to complete Activity 1-C of this Order "Plume Delineation" . If
existing data are insufficient to adequately characterize the underlying
strata, then a field investigation work plan, including time lines, should
be prepared. This work plan should describe, in detail , the data
deficiencies and the planned field activities.
