CLEANUP AND ABATEMENT ORDER -4- <br /> SOUTHWEST HIDE COMPANY <br /> SAN JOAQUIN COUNTY <br /> C. Plume Delineation <br /> The areal and vertical extent of pollution emanating from the site should <br /> be determined. Based upon the finding of Activity I-A "Source <br /> Identification" and Activity 1-B "Hydrologic Characteristics" , and a <br /> comprehensive analysis of all existing on-site and off-site water quality <br /> data, pollutant plume(s) should be identified. <br /> Ground water quality data should be presented in tabular form, sorted by <br /> well number, sampling date, and well screen depth. Isoconcentration contour <br /> maps for the pollutants of concern, should be prepared, and compared to the <br /> ground water potentiometric/flow maps. This comparison may yield insight <br /> into the location of pollutant sources and the presence, or lack, there of, <br /> of readily discernible pollutant plumes. <br /> If existing data is insufficient to delineate the areal and vertical extent <br /> of ground water plume(s) , then a field investigation work plan, including <br /> time lines, should be prepared. This work plan should describe, in detail , <br /> the strategy necessary to resolve the noted data deficiencies. <br /> 2. BENEFICIAL USE ANALYSIS AND GROUND WATER REMEDIAL ACTION PLAN <br /> Based on the data interpretation of Activities I-A, 1-B and 1-C, a beneficial <br /> use analysis of the affected aquifers should be conducted. This analysis <br /> should be based on the protection of the beneficial uses of the affected <br /> aquifers. These uses include drinking water, agriculture/livestock and <br /> industrial uses. <br /> Ground water remedial activities should be developed to protect these <br /> beneficial uses. If it is determined that the beneficial uses of the aquifer <br /> are threatened by existing plumes from the site then a proaram to contain <br /> the pollutant plumes and clean up the aquifer must be developed, including <br /> time schedules for implementation. <br /> If the existing data to conduct an aquifer beneficial use analysis ( i .e. , <br /> Activities 1-A, I-B and 1-C) are inadequate, then the work plans prepared <br /> in Activities 1-A, I-B and I-C, should be developed with the added objective <br /> that the data generated will be utilized in the aquifer beneficial use <br /> analysis, and possibly the design of ground water remedial activities. <br /> WILLIAM H.
