Closure and Post-Closure Maintenance Plan <br /> Plans for the closure of the two waste water impoundments, per Title 23 <br /> Subchapter 15 requirements, for the southwest Hide Company Manteca Property, are <br /> as follows. <br /> Projected Schedule for Closure: <br /> Closure for the two Southwest Hide Company surface impoundments in Manteca, <br /> California can begin as soon as the brine recycling system has been completed ,nd <br /> successfully tested. The estimated date for this is July of 1990. Reclaiming <br /> of the salt in the existing ponds will be the first task. This will allow for <br /> a thorough inspection of the pond bottom. <br /> Waste Treatment Procedures: <br /> The liquid waste from the two surface impoundments will be run through a !gine <br /> recycling system that will be operating on site prior to the start of any work <br /> on the evaporation ponds. The remaining solid waste in the surface impoundments <br /> in composed almost entirely of NaCl and an attempt will be made to utilize this <br /> material on-site by means of recycling. If the recycling does not prove a viable <br /> alternative, the material will be disposed of at a waste site of proper <br /> designation. <br /> Topographic Map: <br /> Topographic maps of the two surface impoundments are included in the Report of <br /> Waste Discharge, prepared for Southwest Hide Company in April of 1989. A copy of <br /> this topographic map is included here in appendix B. A topographic I IF <br /> other surface impoundment is not available but copies of the original designs Tor <br /> both ponds are included in the Report of Waste Discharge, 1989, pages IV-2 and <br /> IV-3. The technical specifications for these salt brine evaporation ponds are <br /> also included in the Report of Waste Discharge in appendix E. The results c,." .:n <br /> engineering soils report, conducted prior to the construction of the evaporation <br /> ponds, are also included in appendix E of this report. <br /> Waste Containment Features: <br /> No waste containment features are herein described because the entire industri <br /> output will be run through the brine recycling system and, as stated above, t►i:, <br /> surface impoundments will not be removed until the system is operaLing. <br /> Precipitation and Drainage Control : <br /> Because the surface impoundment area will be completely covered with asphalt <br /> paving, the final precipitation and drainage control features will consist of a <br /> normal subsurface drainage system adequately designed to handle the required <br /> storm event. As of this time a diagram of this proposed drainage system does rot <br /> exist, however, none of the precipitation striking the asphalt surface will c_ .. .' <br /> in contact with the material used in the construction of the evaporate- l ponds. <br /> In addition to this, no runoff will be drained into or near the area of th., <br /> surface impoundments. Storm water runoff will be contained on the Sri i,west Hide <br /> Co. property. Salt used in the brine process will be contain.: A this, the <br /> industrial process. <br />
