Leachate Control : <br /> Leachate control will be accomplished by completely removing all the liquid and <br /> solid material from the surface impoundments. These materials will be disposed <br /> of as described above. Once this is accomplished, and the liner is removed, the <br /> soil will be tested. Following the removal of the soil , much of the site will <br /> be covered with asphalt paving to avoid leaching of the unsaturated zone by <br /> irrigation or precipitation. <br /> Ground Water and Unsaturated Zone Monitoring: <br /> The ground water and vadose zone monitoring system at the Southwest Hide Company <br /> presently consists of twenty-one monitoring wells and approximately twenty soil <br /> borings. Several of these wells are placed adjacent to the surface impouridmnnts <br /> because it was originally thought (by Regional Board staff) that the ponds were <br /> the source of unusually high TDS (Total Dissolved Solids) and chle� ide <br /> concentrations. Once the surface impoundments are emptied, an additional <br /> monitoring well will be placed directly under the pond area. Sever:fl soil <br /> borings will also be completed at this time to determine the extent of <br /> contamination in the unsaturated zone. A map showing the locations of these <br /> monitoring wells can be found in the Beneficial Use and Remedial Action kepurt <br /> but will also be included here in Appendix B. <br /> A bi-monthly monitoring program has been established for over one year at the <br /> Southwest Hide Company property near Manteca. This program consists of analyzing <br /> ground water from each of the area monitoring wells and will continue until s :h <br /> a time as the Regional Water Quality Control Board and Southwest Hide Co. are <br /> satisfied that the area no longer poses a threat to the beneficial ..ses of the <br /> aquifer or that the monitoring program can be modified or the monitoring progra?i <br /> at Southwest Hide Co. can be modified. <br /> Construction details of these monitoring wells are located in both the Site <br /> Characterization Report and the Beneficial Use and Remedial Action Repert <br /> submitted respectively in April and August of 1989 to the Regional Water Quality <br /> Control Board. The rational for the placement and design of these wells is also <br /> discussed in the two reports. <br /> Evaluation of Anticipated Settlement: <br /> Settlement is not anticipated at the Southwest Hide Company Site in Manteca <br /> because all of the waste will be removed from the surface impoundments. <br />
