I
Requirements to keep hazardous waste accumulation containers closed at all times was reviewed
with applicable staff.
Waste Storage Area Inspections-#405
During the inspection, flammable waste was observed to be stored within 50 feet from the property
line. The waste storage area that was formally along the western border of the Site has been
relocated away from the property line and placed east of the Vehicle Clean Out area, which is
approximately 200 feet east from the western border of the Site property. Photos of the newly
relocated hazardous waste area are provided in Attachment 1.
Hazardous Waste Tank Labels-#501
During the inspection, the Customer oil drop-off tank was observed to be missing an accumulation
start date on its label, and used oil and used antifreeze storage tanks were observed to have missing
hazardous waste labels. Labels for the used oil and antifreeze storage tanks had fallen off and
were replaced with new labels shortly after the inspection.
The Customer oil drop-off tank actually had two labels on it, one of which did not have the
accumulation start date present and the other which had the accumulation start date, but it was
faded. The label for the tank was corrected the day of the inspection. Since then, the tank has
been replaced with a portable storage container. A properly completed hazardous waste label has
been placed on the new storage container. Photos of the storage tanks and container with the
proper labels are provided in Attachment 1.
Hazardous Waste Tank Assessment-#503
During the inspection, it was observed that the most recent 5-Year Hazardous Waste Tank
Assessment was found to be incomplete. An updated assessment is provided in Attachment 5 with
certification signed by a Professional Engineer.
Hazardous Waste Tank System Inspections-#507
During the inspection, daily tank inspection records for October 2018 were not available for
review. The Site completes daily tank inspections for used oil and antifreeze storage tanks.
Unfortunately, tank inspection records for the month of October 2018 were misplaced. The Site
has reviewed its record keeping practices and will ensure records are maintained for a minimum
of three years.
Hazardous Waste Labeling-#605
During the inspection, several hazardous waste containers were not properly labeled in accordance
with requirements. All waste containers were re-inspected to ensure they had the proper labels
Page 5 of 6
Stockton Insp Resp_County 20200116
