CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> REVISED MONITORING AND REPORTING PROGRAM NO. 93-100 <br /> ISSUED TO THE <br /> U.S. DEPARTMENT OF ENERGY <br /> AND <br /> LAWRENCE LIVERMORE NATIONAL SECURITY, LLC <br /> FOR <br /> LAWRENCE LIVERMORE NATIONAL LABORATORY <br /> EXPERIMENTAL TEST SITE (SITE 300) <br /> LANDFILL PIT 1 <br /> SAN JOAQUIN COUNTY <br /> This Monitoring and Reporting Program (MRP) describes requirements for detection <br /> and evaluation monitoring of Landfill Pit 1. This MRP is issued to the U.S. <br /> Department of Energy and Lawrence Livermore National Security, LLC (hereafter <br /> Discharger) pursuant to California Water Code section 13267, which authorizes the <br /> Executive Officer of the California Regional Water Quality Control Board, Central <br /> Valley Region (hereafter Central Valley Water Board) to issue an MRP. <br /> This MRP is issued by the Central Valley Water Board, pursuant to Section 13267 of <br /> the California Water Code (CWC), and is designed to detect impacts to groundwater <br /> emanating from the RCRA closed landfill, Pit 1. <br /> The Discharger shall not implement any changes to this MRP unless and until a <br /> revised Monitoring and Reporting Program is issued by the Executive Officer. <br /> Compliance with this MRP, and with the companion Standard Provisions and <br /> Reporting Requirements, is ordered by Revised Waste Discharge Requirements <br /> Order No. 93-100. Failure to comply with this program, or with the Standard <br /> Provisions and Reporting Requirements, constitutes noncompliance with the WDRs <br /> and with Water Code Section 13304, which may result in the imposition of civil <br /> monetary liability. <br /> REQUIRED ACTIONS <br /> 1 Conduct monitoring and reporting in compliance with the following <br /> specifications. Monitoring under this revised MRP shall begin first quarter after <br /> its adoption. <br />
